Joint Statement from the Chambers of Commerce of South-Central PA Commending the Shapiro Administration’s Statewide Economic Development Strategy
October 3, 2023 – The Harrisburg Regional Chamber & CREDC, Lancaster Chamber, and the York County
Economic Alliance would like to share our combined support for the establishment of a new statewide
economic development plan announced by the Shapiro Administration. We commend Governor Josh
Shapiro and Secretary Rick Siger for making this a priority and setting Pennsylvania on track for a bright,
prosperous future.
Our organizations and others across the Commonwealth have long advocated for a state-wide economic
development strategy that drives business growth, workforce development, and community success.
When we capitalize on our strongest asset - our communities - we are ensuring all Pennsylvanians have
the resources and opportunities they need to thrive. An updated plan will establish a roadmap that
guides Pennsylvania into the future with alignment and coordination on investment.
“Pennsylvania has all the assets necessary to be a national leader in economic development, but we
need a comprehensive strategy to ensure they are coordinated, supported, and being utilized to their
full potential,” said Ryan Unger, President & CEO of the Harrisburg Regional Chamber & CREDC. “This
plan, with input from the private sector and stakeholders, will go a long way toward making sure that all
parties are working cohesively, allowing us to work as efficiently and effectively as possible to grow and
support Pennsylvania’s economy.”

“We have tremendous assets and resources across our state, along with diverse communities,
industries, and workforce. But we can do better. There is existing and untapped potential in PA and this
plan will capitalize upon it,” said Kevin Schreiber, President & CEO of the York County Economic
Alliance. “This will set up all corners of our Commonwealth to attract those seeking a higher quality of
life and improve pathways for businesses and residents to meet their potential.”
Sound economic planning and policies will ensure Pennsylvania has a flourishing network of public-
private partnerships, a financially solvent government, and a strong labor force. As development plans
are made, we encourage the administration to seek out feedback and ideas from the business
community and constituents at-large who have valuable perspectives on what the path forward should
look like.
