Thaddeus Stevens College of Technology announces three new board members appointed by Governor Shapiro

(Lancaster, PA) – Thaddeus Stevens College of Technology is pleased to announce the appointment of three new board members to its nine-member Board of Trustees. The Governor of Pennsylvania appoints board members as the college is a state-operated institution. The new trustees are Barry L. Schlouch, president and co-founder of Schlouch Inc., Todd D. Shertzer, vice president of finance and administration with CCS Building Group and Marshall W. Snively, president of Lancaster City Alliance.

Thaddeus Stevens College is a technical and trade-focused college offering 24 associate degree programs, four nine-month certificate programs and several six-week and six-month training programs through its Workforce and Economic Development Center hosted at Tec Centro. Its mission is to create access to education for those who might not otherwise have that pathway open to them, along with supporting the current and future workforce needs of the Commonwealth.

Board members serve six-year terms after their appointment. Schlouch, Shertzer and Snively began their board terms as of December 13, and will attend their first board meeting on February 6. The board meets six times a year and oversees the college’s strategic operations and leadership.

“Our board members are active in their communities, well-known as leaders, and passionate about both education and our state’s workforce,” said Pedro Rivera II, president of Thaddeus Stevens College. “These three new members are no exception. We’re excited to have their leadership as the college has seen its highest enrollment ever and has been growing several programs in recent years.”

Schlouch is a founder and leader of a civil site design and construction firm in Maidencreek Township, Berks County. After founding the company in 1983, he has been instrumental in growing the business to nearly 300 employees and $100 million in annual revenue. He has also held roles in engineering and construction companies including vice president of corporation at Rubright Construction, Inc., construction supervisor and surveyor at Robert Ludgate and Associates, and layout crew member at J.E. Breneman Contracting Engineers. Schlouch studied civil technology and surveying at Lehigh Carbon Community College, attended the Executive Leadership Program at The Wharton School of the University of Pennsylvania, and attended the President’s Program in Leadership at Harvard University Business School. He holds an honorary Doctor of Humane Letters from Alvernia University. Schlouch Inc. was ranked No. 1 Best Place to Work in Pennsylvania as a large company in 2000. Schlouch has received the Training Education and Management Award by the Associated Builders and Contractors of America, the Fleet Master Award by the Association for Equipment Management Professionals and has been named by the Pennsylvania State Senate and the Reading Chamber of Commerce for his contributions to society. He has also published the book “Excellence in Construction.” 

Shertzer has been in leadership with CCS Building Group since 2019, located in West Lampeter Township, Lancaster County, and has held roles including CFO and controller with L. H. Brubaker Appliances Inc. and accounting supervisor for B. R. Kreider and Son Inc. He served as a School Board Director of the Conestoga Valley School Board from 2009 through 2021 and has been a college professor for Lancaster Bible College. He has also worked in sales and is a certified marriage coach and licensed marriage pastor with The Worship Center in Upper Leacock Township, Lancaster County. Shertzer has a bachelor’s degree in accounting from Messiah College and a master’s degree in educational studies from the University of Phoenix.

Snively has been with the Lancaster City Alliance in Lancaster County since 2013, previously serving as executive vice president and COO. Previous to that, he was vice president of the James Street Improvement District and served as the special projects director at Stuever Bros. Eccles and Rouse Inc. He has also worked as a project coordinator and vice president of economic development for the Downtown Partnership of Baltimore Inc. Snively has a bachelor’s degree in architecture from the University of Maryland. He currently serves on the boards of directors for Community Basics Inc., Lancaster Equity and the Fulton Theater. He is also on the Mission and Community Benefit Committee at Penn Medicine/Lancaster General Health, the Community Impact Advisory Coalition, and has previously served on the President’s Council Advisory Committee at Thaddeus Stevens College. He has a long history of volunteer leadership commitments, including with the Urban Land Institute, Lancaster County Metropolitan Planning Organization, Lancaster Parking Authority, Central Market Trust and the Lancaster City Planning Commission.

Board members who have recently completed their terms on Thaddeus Stevens College’s Board of Trustees include Chip Cargas, former board chair Maryann Marotta and Curtis Topper.
