Saxton & Stump Strengthens Litigation Ranks with Two High-Profile Hires in Government and Political Law
LANCASTER, Pa., May 1, 2025 - Following its key Pennsylvania expansion initiatives in Pittsburgh and York earlier this month, Saxton & Stump continues its strategic and ambitious growth plan by welcoming two of Pennsylvania’s most respected government and political litigators, Shohin Vance and Joshua J. Voss, to its growing team. Both join as shareholders in the firm’s Commercial Litigation, Appellate and Post-Trial Advocacy, and Regulatory and Government Relations groups. Together, they will significantly bolster the firm’s capabilities in politically sensitive, high-profile litigation across state and federal courts.

Vance and Voss bring national-caliber experience from Philadelphia law firm Kleinbard LLC, which is known for its influential political law practice. Their work spans constitutional challenges, election disputes, and litigation against powerful institutions at the highest levels of state and federal government.
Vance has been involved in the political arena for decades, working closely with family members who served in elected state positions and in the lobbying industry prior to law school. In his legal practice, Vance is sought after by represented legislative bodies and elected officials and has handled precedent-setting cases at the highest levels. His politically charged, high-stakes litigation work has been pivotal in disputes involving executive power, election integrity, and environmental law. Vance’s work has been recognized by Best Lawyers in America® (“Ones to Watch,” 2021–2025), Pennsylvania Super Lawyers (“Rising Star,” 2024), “Lawdragon 500 X – The Next Generation” (2023), City & State Pennsylvania (“Philadelphia Forty Under 40,” 2022), and The Legal Intelligencer (“Lawyers on the Fast Track,” 2021). He graduated from Penn State Dickinson School of Law after earning his Bachelor of Science degree at the University of Scranton.

Voss is an appellate advocate who focuses on high-stakes governmental and commercial litigation. His notable efforts include challenging the scope of gubernatorial emergency powers during the COVID-19 pandemic on behalf of the Pennsylvania Senate Majority Caucus, and litigation against the NCAA to overturn penalties imposed on Penn State University. He has represented state agencies including the Pennsylvania Turnpike Commission and Treasury Department.
He graduated summa cum laude as valedictorian of the inaugural class at Drexel University’s Thomas R. Kline School of Law, after earning his Bachelor of Arts degree from the University of Iowa. Best Lawyers in America® recognized Voss for the Criminal Defense: White Collar practice in 2025.

Vance and Voss have represented clients in the U.S. Supreme Court and tried many cases before the Pennsylvania Supreme Court and the Commonwealth Court of Pennsylvania. Vance will be based in the firm’s Malvern office, and Voss in Lancaster. The two will work in the firm’s Philadelphia office and other sites throughout the state to serve clients across Pennsylvania.
Their arrival builds on the firm’s momentum as it continues expanding its geographic footprint and attracting top-tier legal talent in key practice areas.
