LANCASTER, Pa., October, 2026 — City & State PA has named Bill Ryan, Senior Lobbyist in Saxton & Stump's Regulatory and Government Affairs Group, to its annual "Fifty Over 50" list. The honor recognizes 50 of Pennsylvania's most influential leaders over 50, from trailblazers in government, business, and media whose vision and leadership have helped shape the Commonwealth.

With more than 40 years of experience as a political consultant and healthcare lobbyist, Ryan leads the firm's Regulatory and Government Affairs efforts in Philadelphia and supports the group's business and healthcare clients.

Before joining Saxton & Stump, Ryan held a series of senior government affairs roles. Most recently, he served as Vice President of Government Relations & Public Affairs at Einstein Healthcare Network, now part of Jefferson Health. He spent nearly two decades there, helping secure tens of millions of dollars in funding for the Philadelphia-area health system.

Earlier in his career, Ryan served as acting president and vice president of advocacy for the Arthritis Foundation of Eastern Pennsylvania. There, he helped establish the Pennsylvania Arthritis and Osteoporosis Legislative Caucus, which paved the way for the Pennsylvania Arthritis Action Plan, the first such plan in the nation.
