Saxton & Stump adds Pa. lobbyist Jonathan Berger to government affairs team
HARRISBURG, Pa., March 2, 2026 — Saxton & Stump continues to expand its Regulatory and Government Affairs Group with the addition of veteran Pennsylvania lobbyist and former state government executive Jonathan D. Berger, strengthening the firm’s ability to guide clients through competitive funding and policy challenges.
Berger brings more than a decade of senior leadership experience in state government and legislative strategy. He has advised policymakers, directed committee operations, and led statewide advocacy initiatives, providing firsthand insight into how legislation is drafted, negotiated, and implemented.
“Jonathan strengthens our delivery of sophisticated, results-oriented advocacy,” said Kathleen Duffy Bruder, the chair of the Saxton & Stump Regulatory and Government Affairs Group. “His background in state government and the private sector positions our clients to influence legislation and policies that shape their industries.”
Berger previously served as senior director of government affairs for the Pennsylvania School Boards Association, where he led a cross-functional advocacy team and negotiated with state lawmakers, the governor’s office, and agencies on major education initiatives. Before that, he spent six years with the Republican Education Committee of the Pennsylvania House of Representatives, including more than two years as executive director, helping shape and negotiate significant education policy.
In the private sector, Berger most recently was vice president and executive producer at a Harrisburg-based marketing and communications company, advising clients on strategic communications, creative production, and brand positioning. This perspective enhances his ability to integrate policy advocacy with broader organizational strategy and public messaging.
Jonathan earned his B.A. in international politics, summa cum laude, from Penn State University.
