Saxton & Stump adds experienced tax and government affairs attorney as firm expands in Harrisburg
HARRISBURG, Pa., July 22, 2025 — Saxton & Stump is pleased to announce the addition of senior counsel Tamara Fox Rose, a seasoned tax attorney and government affairs advisor, to its Regulatory and Government Affairs, Commercial Litigation, and Tax and Tax Controversy groups. She will work closely with these growing practice groups in the firm’s expanding suburban and downtown Harrisburg offices.
Ms. Rose brings extensive experience in state and local tax (SALT) matters, including policy and legislative drafting, corporate law, and government regulation. Through her career in the Pennsylvania General Assembly, she contributed to many state tax legislative initiatives, including broad Tax Reform Code changes enacted in Act 52 of 2013 and the impact fee on unconventional gas well development, which was enacted as part of the Pennsylvania Oil and Gas Act. At Saxton & Stump, she will advise clients at the intersection of law, policy, business, and legislation. Her ability to serve as tax counsel for business and lobbying clients will allow the firm to expand its services in multiple ways.

Before entering private practice, Ms. Rose spent more than a decade in the Pennsylvania House of Representatives Republican Caucus, where she served as executive director of the House Finance Committee and previously as counsel to the House Judiciary Committee. In those roles, she advised legislative leaders on state tax policy and issues involving courts, law enforcement, and criminal justice. Previously, Ms. Rose served as a law clerk to President Judge John R. Walker, Court of Common Pleas for the 39th Judicial District of Pennsylvania.
Most recently, Ms. Rose spent nearly 10 years in private practice at Stevens & Lee and worked with its government affiliate, GSL Public Strategies Group, advising corporate and government clients on tax strategies and public funding opportunities.

Ms. Rose’s arrival also reflects the firm’s ongoing investment in the Harrisburg region. Saxton & Stump is expanding its suburban Harrisburg office on Crums Mill Road in Lower Paxton Township by more than 30% to accommodate its growing team. Construction of the new space is expected to be completed by the end of the year.
Ms. Rose earned her law degree from Penn State Dickinson Law, where she served as an editor of the Penn State International Law Review for two years. She also holds an LL.M. from the University of Alabama and a bachelor’s degree from the University of Delaware.
