The South Central Transit Authority (SCTA) has announced Proposed Route & Schedule

changes for Red Rose Transit Authority’s (RRTA) fixed-route bus service as part of

implementing recommendations from their Transit Development Plan (TDP23). The proposed

changes are part of the Phase 1 recommendations included in the TDP. The recommendations

vary and range from modifying routes to creating new routes and rearranging schedules to create

30-minute and 60-minute headways. The proposed schedule changes will allow customers to

have schedules that leave/arrive on the hour or half hour making it easier to remember.

The proposed changes were presented at the SCTA May Board Meeting held today

at 10 AM at the RRTA Operations Center. The public has a 30-day public review and

comment period of the proposed changes that will start today and run through June 19,

2024.

As part of this public comment period, public hearings will be held in-person on

Monday, June 17, 2024 at 12-2 PM and 4-8 PM at the RRTA Operations Center, 45 Erick

Road, Lancaster. There will be a virtual option for both of the public hearing sessions. If

anyone is unable to attend the public hearings, they can submit their comments via email -

Comments will be accepted throughout the entire 30-day comment period.The SCTA Board will consider taking action to approve the new RRTA Route and

Schedule changes on Wednesday, June 19th at 6:00 PM at their regular June Board

Meeting. If the changes are approved, the new Route and Schedules would go into effect

on Monday, September 30, 2024.

A route-by-route description of the proposed changes is as follows:

Route 1 Park City A /Southeast:

Propose to change the name of the route to Route 1/Southeast. Propose to modify route and

rearrange to combine parts of the existing Route 1/Park City A & Route 2/Park City B to create

an eastside circulator route in Lancaster City. The proposed new route would travel from Queen

Street Station to serve Penn Medicine Lancaster General Hospital, McCaskey High School, Save-

A-Lot, Thaddeus Stevens College, Farnum Street East, Susquehanna Court & Franklin Terrace.

This route will no longer serve Park City Center. Park City Center will be served by the new

Route 8. Propose to add additional trips on Saturdays and Sundays.

Route 2 Park City B/6th Ward:

Propose to eliminate this bus route and re-distribute the areas the route currently serves to

other RRTA routes to create better efficiency.

Route 3 Park City C/8th Ward:

Propose to change the name of the route to Route 3/Kensington Court. Propose to simplify the

route to serve Downtown Lancaster and the Kensington Club Apartments via Wabank Road in

both directions. This route will no longer serve Park City Center. Park City Center will be served

by the new Route 8.

Route 5/Grandview/Rossmere:

Propose to change the name of the route to Route 5/Golden Triangle. Propose to simplify the

route to reduce areas of one-way service. Propose to shift service from Janet Ave. and Park Ave.

to New Holland Ave. to cover areas served by the current Route 2/6th Ward. The route will serve

Lancaster Shopping Center, Calvary Homes, and McCaskey High School. Propose to add

additional weekday trips until 8:30 PM. Propose to add additional trips on Saturdays starting at 9

AM until 6:30 PM. Propose to add Sunday service from 8 AM to 5 PM.

Route 6/Downtown Lanc. Loop: Propose to change the name of the route to Route 6/Walmart.

Propose to rearrange the current Route 6/Downtown Lancaster Loop to the new route primarily

serving the Walmart on Fruitville Pike. The route will also serve the Lancaster Amtrak Station,

the Salvation Army Thrift Store, Red Rose Commons (Weis Markets on Fruitville Pike), The

Shoppes at Belmont and the Walmart on Fruitville Pike. Propose to add additional weekday trips

starting at 6 AM to 9:30 PM. Propose to add additional service from 7 AM to 8 PM Saturdays.

Propose to add additional service from 8 AM to 6 PM on Sundays.Route 7/Sterling Place:

Propose to create a new route called Route 7/Sterling Place. The new route will serve

Downtown Lancaster and the Sterling Place Apartments via Orange St. to Manor St. to

Euclid Ave. to Wabank Road. Propose to have new route serve from 7 AM to 7 PM

weekdays and Saturdays. Propose to have new route serve from 8 AM to 5 PM on

Sundays.

Route 8/Harrisburg Pike Penn State Health:

Propose to create a new route called Route 8/Harrisburg Pike Penn State Health. New route

will serve Downtown Lancaster, F&M College, Wegman’s, Park City Center, Women & Babies

Hospital, Penn Medicine Lancaster General Suburban Pavilion and Penn State Health Lancaster

Medical Center. Propose to have new route serve from 6 AM to 9 PM on weekdays. Propose to

have new route serve from 7 AM to 7 PM on Saturdays. Propose to have new route serve from 8

AM to 5 PM on Sundays.

Route 10/Lititz:

Propose to change the Route # to Route 110/Lititz. Propose to make minor time point

adjustments to improve on-time performance. Propose to rearrange trip times with a service span

from 6 AM - 9 AM and then 3 PM to 7 PM on weekdays. Propose to rearrange trip times with a

service span from 7 AM - 9 AM and then 3 PM to 7 PM on Saturdays.

Route 11/Ephrata:

Propose to change the Route # to Route 111/Ephrata. Propose to make minor time point

adjustments to improve on-time performance. Propose to rearrange trip times with a service span

from 6 AM - 9 AM and then 3 PM to 7 PM on weekdays.

Propose to rearrange trip times with a service span from 7 AM - 9 AM and then 3 PM to 7 PM on

Saturdays.

Route 12/New Holland:

Propose to change the Route # to Route 112/New Holland. Propose to make minor time point

adjustments to improve on-time performance. Propose to rearrange trip times with a service span

from 6 AM - 9 AM and then 3 PM to 7 PM on weekdays. Propose to rearrange trip times with a

service span from 7 AM - 9 AM and then 3 PM to 7 PM on Saturdays.

Route 13/White Horse

Propose to change the Route # to Route 113/White Horse. Propose to make minor time point

adjustments to improve on-time performance. Propose to rearrange trip times with a service span

from 6 AM - 9 AM and then 3 PM to 7 PM on weekdays.

Propose to rearrange trip times with a service span from 7 AM - 9 AM and then 3 PM to 7

PM on Saturdays.

Route 14/Rockvale Outlets

Propose to modify the route on all outbound trips to add service to the route on Greenland Drive

and South Oakview Road. Propose to rearrange trip times to every 30 minutes during peak

periods weekdays.Route 15/Willow Street

Propose to modify the route that all trips serve all destinations both inbound and outbound. The

route will serve Kendig Square, VA Clinic and Willow Valley Communities. Propose to make

minor time point adjustments to improve on-time performance.

Route 16/Millersville

Propose to eliminate the deviation to Lancaster Greens Apartments on two outbound trips

Monday through Saturday at 9:10 PM and 10:15 PM due to low ridership.

Route 17/Columbia:

Propose to rearrange trip times to every 30 minutes during peak periods weekdays.

Propose to rearrange trip times to hourly service starting at 6 AM - 10 PM on Saturdays. Propose

to rearrange trip times to hourly service starting at 8 AM - 6 PM on Sundays. Propose to serve

Marietta on two trips weekdays and Saturdays.

Route 18/Elizabethtown:

Propose to change the Route # to Route 118/Elizabethtown. Propose to make minor time point

adjustments to improve on-time performance. Propose to rearrange trip times with a service span

from 6 AM - 9 AM and then 3 PM to 7 PM weekdays. Propose to rearrange trip times with a

service span from 7 AM - 9 AM and then 3 PM to 7 PM on Saturdays.

Route 19/Manheim:

Propose to change the Route # to Route 119/Manheim. Propose to modify the route and not

enter the parking lot into Hawthorne Plaza (Walmart) on Fruitville Pike. The route would only

travel on Fruitville Pike at Hawthorne Plaza Propose to rearrange trip times with a service span

from 6 AM - 9 AM and then 3 PM to 7 PM weekdays. Propose to rearrange trip times with a

service span from 7 AM - 9 AM and then 3 PM to 7 PM on Saturdays.

Route 20/Greenfield:

Propose to modify the route to serve Harrisburg Area Community College (HACC), the Social

Security Office, PA College of Health Sciences and Thaddeus Stevens College Transportation

Center. Propose to rearrange trip times with a service span from 6 AM - 9 AM and then 3 PM to

7 PM weekdays. Propose to add Saturday service with hourly service from 7 AM to 5 PM.

Route 21/Gap:

Propose to change the Route # to Route 121/Gap. Propose to make minor time point

adjustments to improve on-time performance. Propose to rearrange trip times with a

service span from 6 AM - 9 AM and then 3 PM to 7 PM weekdays. Propose to rearrange

trip times with a service span from 7 AM - 9 AM and then 3 PM to 5 PM on Saturdays.
