Moreland, Reuter, promoted to senior counsel at Saxton & Stump

LANCASTER, Pa., January 8, 2026 Saxton & Stump is pleased to announce the promotion of Sarah P. Moreland and Laura K. Reuter to senior counsel, effective Jan. 1, recognizing their expanding responsibilities, subject-matter depth, and sustained contributions to client service.


“Our firm is built around supporting attorneys as they continue to grow, develop their skills, and take on new challenges,” Saxton & Stump Chairman James W. Saxton said. “Sarah and Laura have consistently demonstrated strong judgment, reliability, and a readiness for expanded responsibility, and their promotion reflects the confidence we have in their continued development.”


Moreland is a member of the Regulatory and Government Affairs Group in the firm’s Harrisburg Capital office, where she supports clients with advocacy, regulatory analysis, research, and a wide range of government relations matters involving federal, state, and local agencies. She brings deep experience in public policy, having served in several advisory roles with the Pennsylvania House of Representatives, including as legal counsel and senior analyst for the House Finance Committee, prior to joining Saxton & Stump in 2022.


In 2025, the Central Penn Business Journal included Moreland on its “Power List for Lobbyists,” and the publication selected her for its “Women of Influence” list in 2024. In 2023, City & State Pennsylvania included Sarah on its annual “Forty Under 40” list.


Moreland earned her J.D., magna cum laude, from Widener University Commonwealth Law School, and her bachelor’s degree from Shippensburg University.

Reuter is a member of the Healthcare Litigation Group in the firm’s Malvern, Pennsylvania office, where she defends healthcare systems, hospitals, and physicians in medical professional liability matters. She joined Saxton & Stump in 2024 after gaining valuable experience at law firms in the Philadelphia region.


Reuter earned her law degree from West Virginia University College of Law and her undergraduate degree from West Virginia Wesleyan University. Before law school, she spent a year as a Fulbright Scholar, serving as an English teaching assistant at the Macao Polytechnic Institute in Macao, China. During law school, she was a fellow at Legal Aid of West Virginia.
