Entech to Host DCED Funding Roundtable Webinar Featuring State Grant Program Leaders

Virtual session offers direct insight into DCED grant programs, application review priorities, and common pitfalls

READING, PA - Entech Engineering, Inc. will host a virtual DCED Funding Roundtable webinar on February 19, 2026, bringing together senior leaders from the Pennsylvania Department of Community and Economic Development (DCED) to provide municipal and authority leaders with firsthand insight into how DCED grant programs work and what matters most during the application review process.

The one-hour interactive webinar will feature grant program leaders representing multiple DCED funding programs and is designed to move beyond high-level overviews. The discussion will focus on real-world guidance, frequently asked questions, and common challenges communities face when pursuing DCED funding. A live Q&A session will follow the roundtable, giving attendees the opportunity to ask questions directly of the DCED experts.

Featured speakers include Ryan Emerson, Director of Grants at DCED; Devin Gray, Director of the Commonwealth Financing Authority Programs Division; and Jonathan Brett, Program Manager for the Local Share Account. Collectively, the panel oversees programs that distribute hundreds of millions of dollars annually to support infrastructure, economic development, and public-interest projects across the Commonwealth.

The webinar will be moderated by Tori Morgan, Director of Funding, Regulatory Relations, and Compliance at Entech Engineering, who brings more than 30 years of experience supporting municipal clients with regulatory compliance, funding strategy, and grant development.

“This roundtable is about helping communities understand what really drives funding decisions,” Morgan said. “By hearing directly from DCED program leaders, attendees gain clarity on project fit, application readiness, and post-award expectations. This is valuable insight that can ultimately save time, reduce risk, and strengthen funding outcomes.”

The DCED Funding Roundtable will be held virtually on February 19, 2026, from 10:30 to 11:30 a.m., followed by a live Q&A session from 11:30 a.m. to noon. There is no cost to attend.

The webinar is ideal for municipal, township, borough, authority, and city leaders; managers and administrators; and public works, utility, and infrastructure decision-makers responsible for water, wastewater, stormwater, transportation, parks, or emergency services projects.
