Civil CAD Designer – Land Development, Municipal & Field Services
Bingham Engineering & Consulting is seeking a Civil Designer to support land development, stormwater management, and municipal engineering projects.

Founded in late 2025, we provide a full range of civil and municipal engineering services including land development review, stormwater management, zoning administration, construction observation, and site design. Position Overview
Bingham Engineering & Consulting is seeking a Civil Designer to support land development, stormwater management, and municipal engineering projects. This is an in-office position with a mix of design work and field responsibilities, including construction observation and record drawing preparation.
This role is suited for someone who wants exposure to both design and construction, and understands how plans translate into built work.
Key ResponsibilitiesDesign / Office Work
- Prepare and maintain CAD standards
- Prepare land development, grading, E&S, and stormwater plan sets
- Develop grading plans, including spot elevations, slopes, and tie-ins
- Assemble complete plan sets (title sheets, notes, legends, details)
- Revise plans based on redlines and review comments
- Assist with permit plan preparation (NPDES/E&S, municipal submissions, PennDOT HOP support)
Field Work / Construction Support
- Perform construction observation for site and municipal projects
- Document site conditions and track progress
- Assist with preparation of Record Drawings (As-Builts)
- Verify field conditions against plans and identify discrepancies
- Coordinate with contractors and communicate observations clearly
Qualifications
- 3+ years of experience in civil design, site development, or construction inspection
- Proficiency in AutoCAD (Civil 3D preferred)
- Experience with:
- Land Development Plans
- Erosion & Sediment Control Plans
- Grading Plans
- Stormwater layouts
- Familiarity with PA stormwater regulations (Chapter 102, Chapter 105, Act 167)
- Willingness and ability to perform field work and site visits
- Valid driver's license

Location
This is an in-office position based in central Lancaster County, PA, with regular field assignments.
