Fiscal Director

Responsible for the accounting and accounting-related functions to properly present the financial condition of the Lancaster County Workforce Development Board (WDB) and PA CareerLink® Lancaster County for both internal and external reporting.  Makes complex and technical decisions for the WDB by classifying, analyzing, and reporting financial information using generally accepted accounting principles, which include the pronouncements of the Governmental Accounting Standards Board (GASB), the Financial Accounting Standards Board (FASB), the federal Office of Management and Budget (OMB) Uniform Code and HIPAA (Health Insurance Portability Access Act), as necessary.  Contributes to the strategy and policies of the WDB as part of the staff management team.  Handles the arrangements for the maintenance of all PA CareerLink® Lancaster County real and non-expendable property. Staffs the WDB Fiscal Committee.

Fiscal  Management

  • Develops an annual Board and PA CareerLink® Lancaster County Operating Budget. Maintains all budgets by performing budget analyses and budget appropriations/transfers. Provides explanations to budget and cash flow variances for the department as necessary.

  • Prepares regular and ad hoc reports and financial analysis for department management and the WDB.
  • Maintains accurate and technical accounting records and administers the accounting function for the agency by preparing monthly and year-end closeout reports in conjunction with Commonwealth compliance reporting guidelines.
  • Prepares monthly compliance reporting for appropriate Federal and Commonwealth agencies to satisfy revenue and reimbursement requirements. Reviews and approves subcontractor and vendor invoices to provide to the Fiscal Coordinator for payment processing.
  • Develops and executes an annual subcontractor fiscal training to review Federal and Commonwealth policies, contract requirements, and required forms. Provides additional technical assistance as necessary. 
  • Responsible for monitoring the general ledger transactions and reconciling the general ledger transactions to Commonwealth reported grant expenditures.
  • Oversee Payroll  & Benefit provider payments.
  • Facilitate and lead the Audit process.
  • Monitors and maintains all Commonwealth inventory at the WDB and PA CareerLink® Lancaster County including providing an annual inventory form to the Commonwealth and processes all requests for inventory removal. Initiates any capital improvement requests.

Leadership

  • Staff the Fiscal Committee each month including report preparation and report out. Provides assistance and direction as necessary to ensure Fiscal Committee provides value to the Board as a whole. Develop agenda and record and distribute committee minutes. Maintains committee membership lists.
  • Serves as WDB fiscal point of contact with Commonwealth of PA Departments and other government entities as assigned.
  • Responsible for monitoring and updating the Lancaster County Workforce Development Board fiscal policies to meet the Board’s strategic plan.
  • Responsible for anticipating potential fiscal risks for the Board and the PA CareerLink® Lancaster County Partners. Presents and/or assists with solutions to potential risks including risks found by other staff members or subcontractors.
  • Responsible for training, delegating, and supervising all work performed by the Fiscal Coordinator. Prepares the Fiscal Coordinator reviews in accordance with WDB policies and procedures. Responsible for providing technical support to other WDB staff as needed.
  • Provide budgetary and fiscal guidance and support for public and private workforce development grant applications.
  • Participate in Weekly Leadership team meetings with Executive Director and Assistant Director.

Strategy

  • Responsible for the development of fiscal monitoring guidelines and the annual fiscal monitoring of WDB contractors.
  • Maintains all policies related to the fiscal functioning of the WDB and the PA CareerLink® Lancaster County. Develop new policies as required.
  • Participates in collaborative problem solving with peers and individual professional development on the statewide Fiscal Working Group of the PA Workforce Development Association (PWDA)
  • Collaborates with WDB staff in Request for Proposal (RFP) procurement process including identifying contract extensions, assists in proposal evaluations, reviews and approves contract budgets.
